The Philadelphia Phillies have been vocal about their willingness to spend big money this offseason and, barring a ridiculous counteroffer from the Washington Nationals, are the likely favorites
If the Phils actually sign Harper to the record-breaking deal he wants, the organization still plans to pursue Dallas Keuchel and Craig Kimbrel before tightening the purse strings.

Philly has high ambitions by pursuing these three high-priced players, but if they happen to do so, all of their respective fantasy outlooks have nowhere to go but up.

Keuchel and Kimbrel.
If he signs with the Phils, Harper is bound to thrive by playing in Citizen's Bank Park. In 50 career games played at CBP, the 26-year-old slugger owns a career .268/.365/.564 slash line and his 14 homers in Philly are the most he's hit at any venue other than Nationals Park. If you extrapolate those numbers over an 81-game span, it's projected that Harper would have 23 homers at CBP this season.
The respective fantasy stocks of Keuchel and Kimbrel should be on the rise as well, despite possibly having a launchpad as their home park.
Keuchel finished the 2018 season with a 28.1 percent hard-contact rate, good for fifth-lowest in the majors last year, and owns a career 25.1 percent rate over his career.
