By Max Staley

The 2021 NFL season is under a month away. Though each team will surely have some training camp battles to sort through, we pretty much know how the rosters are going to to shake out at this point. And as always, that leads to plenty of debate.
Heading into Week 2 of the NFL preseason, here's a look at The Duel's preseason power rankings, including Super Bowl odds and tiered rankings for all 32 teams.

Super Bowl Contenders
1. Tampa Bay Buccaneers
Odds to Win Super Bowl LVI: +650 (No. 2)
The Tampa Bay Buccaneers retained every key starter from their Super Bowl run last year. If Tom Brady and this offense takes a step forward in year two (as many have under Bruce Arians in the past), this offense could be all-time scary. Pair that with the best defense in football and the Bucs grab the top spot here.
2. Kansas City Chiefs
Odds to Win Super Bowl LVI: +500 (No. 1)
3. Buffalo Bills
Odds to Win Super Bowl LVI: +1200 (T-No. 3)
4. Green Bay Packers
Odds to Win Super Bowl LVI: +1200 (T-No. 3)
5. Los Angeles Rams
Odds to Win Super Bowl LVI: +1500 (No. 6)
6. San Francisco 49ers
Odds to Win Super Bowl LVI: +1400 (T-No. 5)
7. Cleveland Browns
Odds to Win Super Bowl LVI: +1600 (No. 7)
GM Andrew Berry just can't seem to miss. He's assembled one of the most talented rosters in football. Ultimately, everything will fall on Baker Mayfield. He delivered down the stretch last year and there's no reason to expect anything different in his second season under Kevin Stefanski.
8. Baltimore Ravens
Odds to Win Super Bowl LVI: +1400 (T-No. 5)
Solid Playoff Teams
9. Seattle Seahawks
Odds to Win Super Bowl LVI: +2000 (No. 9)
10. Miami Dolphins
Odds to Win Super Bowl LVI: +3200 (No. 14)
We're high on the Miami Dolphins this year. Miami completely revamped its skill-position group and looks to have one of the most explosive receiving units in the league (on paper). Defensively, we already know what this team can do. With a hopefully healthy Tua Tagovailoa leading the way, we're betting this team makes some noise.
11. Los Angeles Chargers
Odds to Win Super Bowl LVI: +3300 (No. 15)
12. New England Patriots
Odds to Win Super Bowl LVI: +3700 (No. 16)
The New England Patriots added a ton of talent this offseason. Defensively, this team could be a juggernaut. There won't be many fireworks on offense, but Damien Harris could run wild behind an elite offensive line. The Pats should be solid, but the question marks around Mac Jones and Cam Newton put a cap on their ceiling.
13. Tennessee Titans
Odds to Win Super Bowl LVI: +2500 (No. 10)
14. New Orleans Saints
Odds to Win Super Bowl LVI: +3000 (T-No. 11)
15. Washington Football Team
Odds to Win Super Bowl LVI: +5000 (No. 21)
16. Dallas Cowboys
Odds to Win Super Bowl LVI: +3000 (T-No. 11)
Playoff Contenders With Questions
17. Indianapolis Colts
Odds to Win Super Bowl LVI: +3000 (T-No. 11)
18. Pittsburgh Steelers
Odds to Win Super Bowl LVI: +4400 (No. 19)
19. Arizona Cardinals
Odds to Win Super Bowl LVI: +4800 (No. 20)
20. Denver Broncos
Odds to Win Super Bowl LVI: +4100 (No. 18)
We might be too low on the Denver Broncos. They have a truly elite defense and some very intriguing pieces on offense. If Drew Lock takes a step forward, Denver has a real shot at a playoff run. But with the way he looked last year, that's admittedly a pretty big "if."
21. Chicago Bears
Odds to Win Super Bowl LVI: +5500 (No. 22)
22. Minnesota Vikings
Odds to Win Super Bowl LVI: +4000 (No. 17)
23. Atlanta Falcons
Odds to Win Super Bowl LVI: +6000 (No. 23)
24. Las Vegas Raiders
Odds to Win Super Bowl LVI: +7500 (T-No. 25)
Rebuilding Teams
25. Jacksonville Jaguars
Odds to Win Super Bowl LVI: +12000 (T-No. 28)
26. Carolina Panthers
Odds to Win Super Bowl LVI: +9000 (No. 27)
27. New York Giants
Odds to Win Super Bowl LVI: +7000 (No. 24)
28. Cincinnati Bengals
Odds to Win Super Bowl LVI: +12000 (T-No. 28)
29. New York Jets
Odds to Win Super Bowl LVI: +12000 (T-No. 28)
30. Philadelphia Eagles
Odds to Win Super Bowl LVI: +7500 (T-No. 25)
31. Detroit Lions
Odds to Win Super Bowl LVI: +18000 (No. 31)
Houston, We Have a Problem
32. Houston Texans
Odds to Win Super Bowl LVI: +25000 (No. 32)
The Houston Texans are, without a doubt, the worst team in football. Assuming Deshaun Watson doesn't play this year, there's not much to like about this roster. They have a long way to go. It'd be a shock to see them finish with more than three wins.
