The Green Bay Packers have lost in the NFC Championship game in each of the last two seasons and head into the offseason looking to improve their team. However, they do not have a ton of cap space available and need to be savvy about what players they decide to sign.

One way they can still upgrade their roster is by making underrated free agent signings as they have just the sixth-lowest cap space number in the NFL. With that in mind, here are three low-cost playmakers the Packers can target in free agency.

1. Marqise Lee, WR

The Packers have been trying to find a stud wide receiver to pair with Davante Adams, but they just don't have the money for it. They need to look for cheap players with a lot of upside instead. While Marqise Lee has dealt with injuries over the past two seasons, he put up at least 700 yards in both the 2016 & 2017 seasons. He also has a career mark of 12.6 yards per reception. Lee opted out of the 2020 season, but heads into 2021 as healthy as he can be. This is a signing the Packers can afford to make and one that gives them a bit more depth at the position.

2. Corey Clement, RB

The Packers were able to re-sign starting running back Aaron Jones this offseason, but did lose Jamaal Williams to free agency. With backup running back AJ Dillon being more of a ground-and-pound player, the Packers would be smart to sign Corey Clement. Clement has played four seasons in the NFL and proven to be a capable receiver out of the backfield. He has caught 37 of his 42 career targets for 340 yards and 2 touchdowns. Plus, the Packers can afford to sign Clement as he remains an underrated running back. He has all the makings of a reliable No. 3 option in the backfield.

3. David Moore, WR

Another name that sticks out when it comes to low-cost free agents is wide receiver David Moore. Moore has played well as the Seattle Seahawks No. 3 receiver, posting at least 415 receiving yards in two of the last three seasons. He also has 13 touchdowns during that span and has proven to be capable of making big plays in the red zone. This is exactly the type of player the Packers need to sign this offseason. Moore would be another weapon for quarterback Aaron Rodgers and create a scary receiver trio with Adams and Allen Lazard. This is a move that would only improve the Packers' already strong offense.
