Most fantasy managers will be inclined to start the players they just spent high draft picks on in Week 1. But some top-tier passers will face some difficult matchups this week, like Matthew Stafford against the Chicago Bears, for example.

With that in mind, here are three of the best quarterbacks, rostered in fewer than 50 percent of Yahoo! fantasy leagues, to target as streaming options in Week 1.

Fantasy QBs to Stream Week 1

3. Philip Rivers, Indianapolis Colts (29% Rostered)

Philip Rivers is making his Indianapolis Colts debut in Week 1, and he couldn't have asked for an easier matchup. The Jacksonville Jaguars are clearly planning for the future, sending out a myriad of established starters this offseason. Jacksonville checked in as the ninth-worst pass defense in 2019, per Football Outsiders' DVOA metrics, and that was before losing key veterans like Yannick Ngakoue. Rivers should tear up Jacksonville, which means the only real concern is that Indianapolis builds a big lead early and takes its foot off the gas.

2. Gardner Minshew, Jacksonville Jaguars (27% Rostered)

The man on the other side of that game is worth targeting as well, though. As mentioned above, Indianapolis has a real shot to blow out Jacksonville next week, entering the matchup as 7.5-point road favorites, according to FanDuel Sportsbook. If the game goes as many expect it to, Gardner Minshew should see a ton of passing volume in this one. Plus, Minshew is a lot better than he's usually given credit for. He was fantasy's QB12 across both of his stints as a starter last year. Set to see a ton of volume on arguably the league's worst team, Minshew will likely be a staple of this list until he's rostered in more leagues.

1. Derek Carr, Las Vegas Raiders (17% Rostered)

Derek Carr should benefit from one of the best matchups of the week. The Carolina Panthers were Football Outsiders' fourth-worst defense in terms of weighted DVOA last year. That unit got decimated this offseason, losing a whopping eight starters. Carr should be in for a much better season than he had last time around, as Las Vegas added some serious weapons for him to target, like Henry Ruggs and Bryan Edwards. This looks like a great spot for Carr.
