Curtis Samuel was widely considered a sleeper candidate heading into 2019. As it turns out, the second-year wideout just needed a change at quarterback in order to fully realize his potential.

Since Kyle Allen took over as Carolina's starting quarterback in Week 3, Samuel has not only been the Panthers' most-targeted receiver, but he's also tied with all-world running back Christian McCaffrey for the team's largest target share.

Samuel has clearly developed good chemistry with Allen over the past two weeks, which is an encouraging sign for Week 5 against the Jacksonville Jaguars.

Jacksonville will provide Samuel with arguably one of the best matchups he'll see all season, as the Jags have allowed 266.8 passing yards per game this season (10th most in the NFL). However, fantasy owners should be slightly cautious, as Jalen Ramsey could throw a wrench into things if he plays.

Ramsey or no Ramsey, Samuel's upside with Allen under center is too good to ignore. The second-year receiver should be considered a high-floor WR3 against the Jags, with WR2 upside if Ramsey doesn't suit up. We have Samuel sitting 27th at the position in our Week 5 fantasy football rankings.
