The Tampa Bay Buccaneers are in a tricky spot. Their 7-9 finish in 2019 was an improvement from the previous two seasons, which both saw them go 5-11. It was still a disappointment not to make the playoffs with an offense that featured an elite WR duo of Chris Godwin and Mike Evans, as well as a defense that ranked in the top five according to Football Outsiders' DVOA metrics.

One key culprit for the disappointing record was the inconsistent play of Jameis Winston, who threw an NFL-high 30 interceptions. He also threw for 33 touchdowns and a league-leading 5,109 yards, but he's set to become an unrestricted free agent, and his future in Tampa is far from certain.

Here are the three favorites to sign Winston in free agency ahead of the 2020 NFL season, according to odds from FanDuel Sportsbook.

3. Chicago Bears (+600)

The Chicago Bears are in the running for just about every available QB this offseason, as Mitchell Trubisky turned in another disappointing season in 2019 and could be replaced for 2020. Signing Winston could mark a paradigm shift in the Chicago offense. Trubisky was often asked to check the ball down, and he had an average depth of target (aDOT) of 8.0 yards in 2019. Winston tends to air the ball out, with aDOT marks of 10.8 yards and 10.4 yards in the last two seasons. The idea of Winston throwing deep to Allen Robinson has to excite Bears fans.

2. Miami Dolphins (+500)

If the Miami Dolphins don't select Tua Tagovailoa, which is what they're expected to do at No. 5 in the 2020 NFL Draft, that would likely mean they believed they had added a franchise QB through free agency. So while they're not likely to sign an older option like Tom Brady or Philip Rivers, a guy like Winston could be an interesting fit. He's still just 26 years old, and while we know there's some risk involved with a QB that throws so many picks, his upside could be very intriguing for a Dolphins team that has nowhere to go but up.

It's tough to read too much into offseason reports when both sides are often just looking for leverage in negotiations, and the most likely outcome is still that Winston ends up back in Tampa.
