Fantasy football is a game of matchups. There aren't a ton of players who are "must-start" options each and every week. Fantasy owners are often faced with tough decisions on who to start and, more often than not, a player's matchup is going to be one of the deciding factors.

Here's how every team's matchup stacks up for fantasy football purposes heading into Week 4 of the 2019 NFL season.

Note: The New York Jets and San Francisco 49ers are one bye weeks and are unranked for Week 4.

30. Miami Dolphins (vs LAC)

29. Jacksonville Jaguars (at DEN)

28. Minnesota Vikings (at CHI)

Dalvin Cook is nearly impossible to bench at this point, but it's hard to get excited about anybody's prospects in this game. The Minnesota Vikings are 2.5-point underdogs, according to FanDuel Sportsbook, and this game has a tiny 38-point over/under. The Chicago Bears are one of only six teams to hold opponents below five yards per play so far this season.

27. Buffalo Bills (vs NE)

26. Chicago Bears (vs MIN)

25. Denver Broncos (vs JAX)

24. Oakland Raiders (at IND)

23. Cincinnati Bengals (at PIT)

22. Tampa Bay Buccaneers (at LAR)

21. Tennessee Titans (at ATL)

20. Carolina Panthers (at HOU)

19. Cleveland Browns (at BAL)

The Cleveland Browns' offense has been a serious letdown through three games. Baker Mayfield doesn't rank top-20 in fantasy production at QB, Nick Chubb doesn't even crack the top 40 among flex players (RB/WR/TE), and Odell Beckham Jr. is their only WR inside the top 50 at the position. It's not time to completely bail on the Browns after three weeks, but a matchup with the Baltimore Ravens will make it hard to get back on track in Week 4.

18. Philadelphia Eagles (at GB)

17. Washington Redskins (at NYG)

16. Arizona Cardinals (vs SEA)

15. New Orleans Saints (vs DAL)

14. Pittsburgh Steelers (vs CIN)

13. Detroit Lions (vs KC)

12. Atlanta Falcons (vs TEN)

11. New York Giants (vs WAS)

Welcome to the Daniel Jones era. The New York Giants won't make for an above-average fantasy offense every week, especially with Saquon Barkley on the shelf, but the new-look offense is in a tremendous spot in Week 4. The Washington Redskins rank only 27th in Football Outsiders' defensive DVOA rankings.

10. Green Bay Packers (vs PHI)

9. Houston Texans (vs CAR)

8. New England Patriots (at BUF)

It's hard to downgrade the elite New England Patriots' offense too much, but a matchup with the Buffalo Bills is no joke. The Bills have held opponents to bottom-five fantasy production at both QB and WR, and they've allowed the NFL's fifth fewest points (47) and yards (899).

7. Dallas Cowboys (at NO)

6. Indianapolis Colts (vs OAK)

5. Seattle Seahawks (at ARI)

4. Baltimore Ravens (vs CLE)

3. Los Angeles Rams (vs TB)

2. Los Angeles Chargers (at MIA)

A matchup with the Miami Dolphins is a massive boost for any team, but it's not quite enough to move the Los Angeles Chargers to the top of the list this week. They're close, though, and you can feel confident about starting just about anybody in the offense against a Miami Defense that has allowed top-five fantasy production to opponents at the QB, RB, WR and TE positions.

1. Kansas City Chiefs (at DET)
