The new administration is here for the Carolina Panthers and now has officially completed their first NFL free agency and draft period. That new staff is headed by general manager Marty Hurney and head coach Matt Rhule.

Their first offseason has had a clear underlying theme, out with the old and in with the youth. Rhule and Hurney almost completely rebuilt a veteran defense into a young one in two months, drafting seven defensive players in April after allowing countless older stars to walk or retire.

This Carolina roster is going to be a developmental one under Rhule, at least at first. Outside of the rookies we have yet to see take the field, here are the top Panthers that are under 25 years old.

3. Brian Burns, EDGE (22)

The Panthers first round draft pick last year was edge rusher Brian Burns. The team had a down season in the end, but Burns was quietly successful on a limited snap percentage. The rookie totaled 7.5 sacks, 25 total tackles and one forced fumble in the limited action. He should claim a starting role in year two, so look for Burns to make more of an impact on the defensive side of the football in year two.

2. D.J. Moore, WR (23)

The Robby Anderson signing should actually help D.J. Moore in 2020. Having Anderson as a deep ball threat should allow Moore to perform the routes he is better suited to do with his speed and athleticism. Teddy Bridgewater's style of play translates to shorter and quicker routes, so Moore will look to get on the same page as his new quarterback sooner rather than later. At age 23, the former first-round pick had his first 1,000-plus yard season in his second NFL year in 2019.

1. Christian McCaffrey, RB (23)

Running backs age quicker than other positions, but Christian McCaffrey still seems to have a lot left in the tank after a breakout 2019 season with 1,387 yards on the ground and 1,005 through the air. Carolina already said that it does not want to overuse the superstar if it doesn't have to, but the dual threat is tough to keep on the sideline as one of the best rushing and receiving half backs in the NFL. CMC is the most important Panthers player on either side of the ball right now.
