Prohibited and Restricted Persons

State-Specific Prohibitions and Restrictions

Arkansas

“Prohibited Person" means:

  1. Persons under the age of 21;
  2. Any person placing or cashing a wager as an agent or proxy;
  3. Any individual who is an athlete, coach, referee, team owner, employee of a sports governing body or its member teams, or player or referee union personnel for any sporting event overseen by such sports governing body;
  4. Any person who has been placed upon the list of excluded persons by order of the Arkansas Racing Commission; or
  5. Any person that is prohibited from wagering by law, rule, policy of the FanDuel Sportsbook, self-exclusion, involuntary exclusion, or pursuant to 23 CAR § 358-425.

Arizona

“Prohibited Participant” means:

  1. Any person under the age of 21;
  2. An individual whose participation may undermine the integrity of the wagering, the sports event or the other event;
  3. Any individual who is prohibited from placing a wager as an agent, proxy or because of self-exclusion;
  4. Any individual who is an athlete, coach, referee, player, trainer or personnel of a sports organization in any sports event or other event overseen by that individual’s sports organization who, based on information that is not publicly available, has the ability to determine or to unlawfully influence the outcome of a wager;
  5. An individual who holds a position of authority or influence sufficient to exert influence over the participants in a sporting content, including coaches, managers, handlers and athletic trainers, such that their actions can affect the outcome of a wager; and
  6. An individual with access to exclusive information on any sports event or other event overseen by that individual’s sports governing body that is not publicly available information or any individual identified by any lists provided by the sports governing body to the Arizona Department of Gaming.

Colorado

“Prohibited Persons” means:

    1. Persons under the age of 21;
    2. Persons on any exclusion list;
    3. Any individual placing a wager as an agent or proxy, other than those individuals involved in contests and/or weekly picks approved by the Division of Gaming;
    4. Any director, officer, owner, or employee of FanDuel, or any relative of FanDuel living in the same household as the sports betting operator; and
    5. Persons who have access to nonpublic, confidential information held by FanDuel.

"Prohibited sports betting participant" means any person who is prohibited pursuant to 44-30-1506, C.R.S., any individual whose participation may undermine the integrity of the betting or the sports event, or any person who is prohibited for other good cause, including, but not limited to: any individual placing a wager as an agent or proxy; any person who is an athlete, coach, referee, player, in, or on, any sports event overseen by that person's sports governing body based on publicly available information; a person who holds a position of authority or influence sufficient to exert influence over the participants in a sporting contest, including, but not limited to, coaches, managers, handlers, or athletic trainers; a person with access to certain types of exclusive information on any sports event overseen by that person's sports governing body based on publicly available information, or a person identified by any lists provided by the sports governing body to the Division.

Connecticut

“Prohibited Patron” means:

  1. Any person that has voluntarily placed themselves in the voluntary self-exclusion database and who is prohibited from establishing an internet gaming account or participating in wagering on internet games or retail sports wagering;
  2. Any person who is under the minimum legal age;
  3. Any person who is not in an authorized location to make a wager;
  4. Any person who is making, or attempting to make a wager on behalf of another;
  5. Any person wagering in violation of state, tribal, or federal law; and
  6. Any other person determined by the Department of Consumer Protection to pose a threat to the integrity of gaming due to cheating or involvement in criminal activity.

No athlete, coach or referee who takes part in a sporting event and no individual participating in e-sports shall place any sports wager on any sporting event in which such athlete, coach, referee or individual is participating. No athlete, coach or referee who takes part in a sporting event of a sports governing body; employee of a sports governing body holding a position of authority or influence sufficient to exert influence over participants in a sporting event; employee of a member team of a sports governing body holding a position of authority or influence sufficient to exert influence over participants in a sporting event; or personnel of any bargaining unit of a sports governing body's athletes or referees, shall place any wager on any sporting event overseen by such governing body. No owner with a direct or indirect legal or beneficial ownership interest of five percent or more of a member team of a sports governing body shall place any wager on a sporting event in which such member team participates. Tribal membership in and of itself shall not constitute ownership for these purposes.

District of Columbia

The following individuals are prohibited from placing wagers or collecting winnings:

  1. Any individual under the age of 18;
  2. Any individual wagering while not in the authorized geographic boundaries within the District of Columbia;
  3. Any individual wagering on behalf of another;
  4. Any voluntarily or involuntarily excluded person, including any individual who is listed on the Office of Lottery and Gaming's Involuntary Exclusion List or any Sports Wagering Facility exclusion list;
  5. Any director, officer, owner, or employee of BIU;
  6. Any director, officer, owner, or employee of Intralot, Inc. and any director, officer, owner, or employee of any parent company or subsidiary of Intralot, Inc.;
  7. Any director, officer, owner or employee of Veterans Services Corporation d/b/a Vital Services Corporation;
  8. Any employee of the Office of Lottery and Gaming;
  9. Any individual wagering in violation of District, state, local or federal law; and 
  10. Any individual whose participation may undermine the integrity of the wagering or the sports event or for other good cause, including but not limited to, any individual placing a wager as an agent or a proxy.

In addition, no athlete, no player, athlete, competitor, referee, umpire, judge, official, coach, manager, medical professional or athletic trainer, or team affiliates, including any employee, owner or contractor of a team or athletic organization, as well as any sports governing body employee and player or referee union personnel, who is not otherwise a Prohibited Person, may engage in sports wagering on games within their leagues or sports in which they participate.  Any individual whose participating may undermine the integrity of wagering or a sporting event may not participate in wagering on such sporting event.  No director, officer, owner, or employee of BIU and any relative living in the same household as any such person, as well as any individual with access to non-public confidential information held by BIU, may engage in sports wagering on FanDuel Sportsbook.

Illinois

Persons Prohibited from Wagering:

  1. No person under 21 years of age may place or redeem a wager.
  2. No person not physically located in the State of Illinois may place a wager.
  3. No person located outside a 5-block radius from a sports facility may place a wager with that sports facility or its designee.
  4. No person enrolled in the self-exclusion program may place or redeem a wager.
  5. No athlete, competitor, referee, official, coach, manager, medical professional or athletic trainer or employee or contractor of a team or athletic organization who has access to nonpublic information concerning an athlete or team may engage in sports wagering on an event or the performance of an individual in an event in which the person is participating or otherwise has access to nonpublic or exclusive information.
  6. No key person or employee of a master sports wagering licensee or management services provider licensee may place a wager with that master sports wagering licensee or a master sports wagering licensee for which the management services provider licensee is a designee.

Indiana

“Prohibited sports wagering participant” means any of the following individuals:

  1. An individual that is prohibited under IC 4-38 from participating in sports wagering;
  2. An individual listed on the commission’s exclusion list kept pursuant to 68 IAC 6-1 or has a voluntarily excluded person status as defined under 68 IAC 6-3;
  3. An individual that has signed up for statewide internet self-restriction;
  4. An occupational licensee employed by or associated with a supplier licensee;
  5. An individual whose participation may undermine the integrity of the wagering or the sports event or who is excluded from wagering for other good cause, including but not limited to, an attempt to place a wager as an agent or a proxy.

Any individual whose participation may undermine the integrity of the wagering or the sports event or for other good cause, including but not limited to: (i) any individual placing a wager as an agent or proxy; (ii) any person who is an athlete, coach, referee, a player or a referee personnel member, in or on any sports event overseen by that person’s sports governing body; (iii) a person who holds a position of authority or influence sufficient to exert influence over the participants in a sporting contest, including but not limited to coaches, managers, handlers, athletic trainers, medical provider, or horse trainers; (iv) a person with access to certain types of exclusive information on any sports event overseen by that person’s sports governing body, or (v) a person identified by any lists provided by the sports governing body to the IGC, shall not be permitted to wager on any event governed by the league or sports governing body with which they are affiliated.

Iowa

Persons prohibited from wagering:

  1. Persons under the age of 21;
  2. Persons on any exclusion list, including the Iowa statewide self-exclusion list;
  3. Coaches, athletic trainers, officials, players, or other individuals who participate in an authorized sporting event in which wagers may be accepted; and
  4. Persons who are employed in a position with direct involvement with coaches, players, athletic trainers, officials, athletes or participants in an authorized sporting event in which wagers may be accepted.

Kansas

“Prohibited participant” means:

  1. Persons under the age of 21;
  2. Any person placing or cashing a wager as an agent or proxy; and;
  3. Any person that is prohibited from wagering by law, rule, policy of the FanDuel Sportsbook, self-exclusion, involuntary exclusion, or pursuant to K.S.A. § 74-8760 or K.A.R. §112-201-1(p).;

No athlete, competitor, referee, official, coach, manager, medical professional or athletic trainer, or team affiliates, including any employee, owner or contractor of a team or athletic organization, as well as any sports governing body employee and player or referee union personnel, who is not otherwise an Excluded Person, may engage in sports wagering on games within their leagues or sports in which they participate. Any individual whose participation may undermine the integrity of wagering or a sporting event may not participate in wagering on such sporting event.

Kentucky

The following individuals are prohibited from placing wagers or collecting winnings:

  1.   Any individual under the age of 18;
  2.   Any individual wagering while not in the authorized geographic boundaries within the Commonwealth of Kentucky;
  3.   Any individual wagering on behalf of another;
  4.   Any voluntarily or involuntarily excluded person;
  5.   Any director, officer, owner, or employee of Turfway Park, LLC;
  6.   Any director, officer, owner, or employee of Betfair Interactive US LLC; or
  7.   Any individual wagering in violation of commonwealth, local or federal law.

In addition, no player, athlete, competitor, referee, umpire, judge, official, coach, manager, medical professional or athletic trainer, or team affiliates, including any employee, owner or contractor of a team or athletic organization, as well as any sports governing body employee and player or referee union personnel, or any relative living in the same household as any of these individuals, who is not otherwise an Excluded Person, may engage in sports wagering on games within their leagues or sports in which they participate. Any individual whose participating may undermine the integrity of wagering or a sporting event may not participate in wagering on such sporting event. No director, officer, owner, or employee of Betfair Interactive US LLC and any relative living in the same household as any such person, as well as any individual with access to non-public confidential information held by Betfair Interactive US LLC, may engage in sports wagering on FanDuel Sportsbook.

Louisiana

“Prohibited Person” means:

  1. Persons under the age of 21;
  2. Any person placing or cashing a wager as an agent or proxy; and
  3. Any person that is prohibited from wagering by law, rule, policy of the FanDuel Sportsbook, self-exclusion, or pursuant to Louisiana Revised Statutes 27:27:1.

No athlete, competitor, referee, official, coach, manager, medical professional or athletic trainer, or team affiliates, including any employee, owner or contractor of a team or athletic organization, may engage in sports wagering on games within their leagues or sports in which they participate. Any individual whose participating may undermine the integrity of wagering or a sporting event may not participate in wagering on such sporting event. Any person physically located in a parish that has not approved a proposition authorizing sports wagering may not place a sports wager.

Maryland

“Prohibited Person” means:

  1. Any person under the age of 21;
  2. Any individual who has been placed on the Maryland Lottery and Gaming Control Agency’s voluntary exclusion list under COMAR 36.01.03 and 36.10.10;
  3. Any person who has been placed on the Maryland Lottery and Gaming Control Agency’s mandatory exclusion list under COMAR 36.10.11; and
  4. Any person whose participation may undermine the integrity of the wagering or the sports event or for other good cause, including but not limited to, any individual placing or cashing a wager as an agent or a proxy.

No athlete, competitor, referee, official, coach, manager, medical professional or athletic trainer, or team affiliates, including any employee, owner or contractor of a team or athletic organization may engage in sports wagering on games within their leagues or sports in which they participate.  Any individual whose participating may undermine the integrity of wagering or a sporting event may not participate in wagering on such sporting event.   

Massachusetts

“Prohibited Person” means:

  1. Any individual under the age of 21 pursuant to 205 CMR 250.00;
  2. Any individual who is self-excluded from sports wagering pursuant to 205 CMR 233.00;
  3. Any individual who is prohibited from or subject to limitations regarding sports wagering pursuant to 205 CMR 254.00 and 255.00;
  4. Any individual wagering while not in the authorized geographic boundaries within the Commonwealth of Massachusetts;
  5. Any individual placing sports wagers as agents or proxies for others;
  6. Any restricted patron wagering in violation of their restrictions established in 205 CMR 238.32;
  7. Any individual wagering in violation of state, local or federal law; and
  8. Any other prohibited person as determined by the Massachusetts Gaming Commission.

In addition, no athlete, competitor, referee, official, coach, manager, medical professional or athletic trainer, or team affiliates, including any employee, owner, or contractor of a team or athletic organization, as well as any sports governing body employee and player or referee union personnel, who is not otherwise an Excluded Person, may engage in sports wagering on games within their leagues or sports in which they participate. Any individual whose participating may undermine the integrity of wagering or a sporting event may not participate in wagering on such a sporting event. No director, officer, owner, or employee of FanDuel and any relative living in the same household as any such person, as well as any individual with access to non-public confidential information held by FanDuel, may engage in sports wagering on FanDuel Sportsbook. 

Michigan

"Prohibited person" means any excluded person, any voluntarily-excluded person, and all of the following:

  1. An individual who is under the age of 21.
  2. Any employee of, or appointee to, the Michigan gaming control board.
  3. Employees of a sports betting operator. An employee of a sports betting operator shall not create an internet sports betting account or place an internet sports betting wager with the sports betting operator for which he or she is employed unless using a test account under R 432.739a.
  4. Employees of an internet sports betting platform provider. An employee of an internet sports betting platform provider shall not create an internet sports betting account or place an internet sports betting wager with the sports betting operator for which the internet sports betting platform provider supplies the internet sports betting platform unless using a test account under R 432.739a.
  5. Employees and appointees of a tribal gaming regulatory agency with jurisdiction over internet gaming being operated under such tribe’s gaming ordinance and the Indian gaming regulatory act, 25 USC 2701 to 2721.
  6. Occupational licensees and applicants. Occupational licensees and applicants shall not place wagers with the sports betting operator or internet sports betting platform provider for which they are employed or for which they had to qualify.
  7. An individual not in an authorized location to make a wager.
  8. An individual placing an internet sports betting wager on behalf of another.
  9. An individual with access to non-public/exclusive information related to an event or an individual who may impact the outcome of an event or wager type is prohibited from wagering on any event overseen by the relevant sports governing body.
  10. Athletes, coaches, managers, owners, and anyone with sufficient authority to influence the outcome of an event are prohibited from wagering on events overseen by the relevant sports governing body.
  11. Employees of a sports governing body or its members teams are prohibited from wagering on any event overseen by the relevant sports governing body.
  12. Owners of a sports governing body or member team are prohibited from wagering on any event overseen by the sports governing body or any event in which a member team of that sports governing body participates.
  13. At the board’s discretion, an individual on a list provided by a team or sports governing body may be prohibited from wagering on any event overseen by the relevant sports governing body.
  14. An individual wagering in violation of state, tribal, or federal law.
  15. Other prohibited persons as determined by the board.

Missouri

The following individuals are prohibited from placing wagers or collecting winnings:

  1. Any person under the age of 21;
  2. Any person on any exclusion list;
  3. Any person placing or cashing a wager as an agent or proxy;
  4. Any person wagering while not physically located in the state of Missouri;
  5. Any athlete, competitor, referee, official, coach, manager, medical professional or athletic trainer or employee or contractor of a team or athletic organization who has access to nonpublic information concerning an athlete or team;
  6. Any person whose participation may undermine the integrity of wagering or a sports event; and
  7. Any director, officer, owner and employee of FanDuel, and any relative living in the same household as such persons;

New Jersey

"Prohibited person" shall mean any excluded person within the meaning of N.J.A.C. 13:69G-1.1; any self-excluded person within the meaning of N.J.A.C. 13:69G2.1; any person who is under the age at which a person may purchase and consume alcoholic beverages within the meaning of N.J.A.C. 13:69C-16.1(a); and any person who is prohibited from engaging in gaming activity pursuant to N.J.S.A. 5:12-100(n).

A prohibited sports pool participant, including an owner, athlete, coach, referee, manager, handler, or athletic or horse trainer, or any other person identified in N.J.A.C. 13:69N-1.1, shall not be permitted to wager on any event governed by the league or sports governing body with which they are affiliated. Any other employee of a sports governing body, or one of its member teams, who is not a prohibited sports pool participant, shall register with the Division prior to placing a sports pool wager using the attached form below.

New York

Persons prohibited from engaging in sports wagering activities include:

  1. Any individual placing a mobile sports wager as an agent or proxy;
  2. Any person identified to the New York Sports Gaming Commission by a sports governing body that the Commission agrees is a person who should be a prohibited sports bettor;
  3. Any principal, key employee or casino gaming employee of a casino and its affiliates, except as may be permitted by the New York Sports Gaming Commission;
  4. Any non-gaming employee at the casino that hosts the server or other equipment of a mobile sports wagering licensee;
  5. Any contractor, subcontractor, or consultant, or officer or employee of a contractor, subcontractor, or consultant, of a casino sports wagering licensee if such person is directly involved in the operation or observation of sports wagering, or the processing of sports wagering claims or payments;
  6. Any employee of a mobile sports wagering licensee and its affiliates, except as may be permitted by the New York Sports Gaming Commission;
  7. Any contractor, subcontractor, or consultant, or officer or employee of a contractor, subcontractor, or consultant, of a mobile sports wagering licensee if such person is directly involved in the operation or observation of mobile sports wagering, or the processing of mobile sports wagering claims or payments;
  8. Any person subject to a contract with the New York State Gaming Commission if such contract contains a provision prohibiting such person from participating in sports wagering;
  9. Any spouse, child, sibling or parent residing in the principal place of abode of any of the foregoing persons where the foregoing person is prohibited from participating in mobile sports wagering;
  10. Any officer or employee of the New York State Gaming Commission;
  11. Any minor; and
  12. Any person on any exclusion list.

In addition, any person whose participation may undermine the integrity of wagering on a sports event or the conduct of such sports event itself is prohibited from wagering on such sports event. This includes:

  1. Any athlete, player, coach, referee or other game official, physician, trainer, sports agent, owner or employee or independent contractor of a team, player union and umpire union personnel, and employee, referee, coach or official of a sports governing body, team employee or governing body employee, in any sports event overseen by such person’s sports governing body;
  2. Any athlete whose performance may be used to determine, in whole or in part, the outcome of mobile sports wagering;
  3. Any person with access to material, non-public confidential information about a sports event that is the subject of such wagering; and
  4. Any person who holds a position of authority or influence sufficient to exert influence over the participants in a sports event that is the subject of a mobile sports wager.

North Carolina

All of the following persons are prohibited from engaging in sports wagering:

  1. Any person under the age of 21.
  2. Any person who has requested and not revoked a voluntary exclusion designation from sports wagering pursuant to G.S. 18C-922.
  3. Any person who has been adjudicated by law as prohibited from engaging in sports wagering.
  4. Any member or employee of the Commission when placing a sports wager in this State.
  5. Any employee or key person of an interactive sports wagering operator or service provider license when placing sports wagers with that interactive sports wagering operator.
  6. With respect to a sporting event, any participant in that sporting event, including an athlete, coach, trainer, official, or any employee or staff of a participant, when placing a sports wager on that sporting event in which that participant is participating.
  7. Any employee or staff of a sports governing body, when placing a sports wager on sporting events with which that individual or sports governing body is affiliated.

Ohio

“Prohibited Person” means:

  1. Any person under the age of 21;
  2. Any individual making a wager on the account of or for any other person;
  3. Any individual who is on the sports gaming involuntary exclusion list or participating in the Ohio voluntary exclusion program; and
  4. Any individual who is prohibited from wagering pursuant to division (F) of § 3775.13 of the Revised Code of Ohio.

In addition, any individual who is involved in a sporting event with respect to which sports gaming is permitted, including an athlete, participant, coach, referee, team owner, or sports governing body with respect to the sporting event; any agent or employee of such an athlete, participant, coach, referee, team owner, or sports governing body; and any agent or employee of an athlete, participant, or referee union with respect to the sporting event.

Ontario

“Prohibited Person” means:

  1. Any person under the age of 19;
  2. All Excluded Persons are prohibited from placing wagers or collecting winnings;
  3. Any individual whose participation may undermine the integrity of the wagering or the sports event or for other good cause shall not be permitted to wager on any event governed by the league or sports governing body with which they are affiliated; and
  4. Without limiting the generality of the foregoing, you will not engage in any of the following prohibited activities in connection with the Services: (i) betting on any event overseen by the relevant sport or event governing body if you are an individual with access to non-public or exclusive information related to the event or an individual who may impact the outcome of the event or bet type; (ii) betting on events overseen by the relevant sport or event governing body if you are an athlete, coach, manager, owner, and anyone with sufficient authority to influence the outcome of the event; (iii) betting on any event overseen by the sports governing body or any event in which a member team of that sport or event governing body participates if you are an owner of the sports governing body or member team; or (iv) compiling betting odds for any event or competition in which you are involved in
  5. In addition, any individual who is involved in a sporting event with respect to which sports gaming is permitted, including an athlete, participant, coach, referee, team owner, or sports governing body with respect to the sporting event; any agent or employee of such an athlete, participant, coach, referee, team owner, or sports governing body; and any agent or employee of an athlete, participant, or referee union with respect to the sporting event.

Pennsylvania

Persons prohibited from engaging in sports wagering activities.

  1. No person under 21 years of age of may engage in sports wagering with a sports wagering certificate holder or sports wagering operator licensee.
  2. No collegiate or professional athlete, referee, official, coach, manager, handler or athletic trainer or employee or contractor of a team or athletic organization who has access to nonpublic information concerning an athlete or team may engage in sports wagering on an athletic event or the performance of an individual in the athletic event in which the person is participating or otherwise has access to nonpublic or exclusive information.
  3. No collegiate or professional athlete, referee, official, coach, manager, handler, athletic trainer or employee of a team or athletic organization who has access to nonpublic information concerning an athlete or team may engage in sports wagering on an athletic event or the performance of an individual in athletic events in the sport or league in which the person is involved.

Puerto Rico

“Prohibited Player” is any of the following:

  1. Any individual under the age of eighteen (18);
  2. Any employee of the commission;
  3. Any individual who is listed on the Commission's Voluntary Exclusion List or Involuntary Exclusion List;
  4. Any individual who is listed on any operator's Voluntary Exclusion List or Involuntary Exclusion List;
  5. For each operator, with exceptions for private pools where their association with the operator is clearly disclosed
    1. The operator itself, a director, officer, owner, contractor, or employee of the operator they are currently employed by or associated with, or any relative living in the same household
    2. Any individual, group of individuals, or entity with access to confidential information or insider information held by the operator; or
  6. Any individual, group of individuals, or entity acting as an agent or surrogate of others.

Additionally, the following may not participate in sports betting determined, either in whole or in part, by the accumulated statistical results of that individual or the individual's real-life team or the sports event or special event in which the individual participates: (a) Any person, from Puerto Rico, the United States or any part of the world who is recognized as a professional athlete or participant, coach, referee or director of a sports governing body or equivalent or any of its member teams, (b) A sports governing body or equivalent or any of its member teams, or (c) An athlete or participant, or a referee personnel member, in, or on, any sports event or special event supervised by that individual's sports governing body or equivalent.

Moreover, the following may not participate in sports betting that they may benefit from, may have confidential information, or any other insider information identified by the Commission in Puerto Rico: (a) A person who occupies a position of authority or influence sufficient to exercise it over the athletes and participants in a sports event or special event, including, but not limited to, coaches, managers, handlers, athletic trainers or sports trainers in general, (b) A person with access to certain types of confidential information about any sports event, special event, or sports vetting, or (c) A person identified by any list provided by the sports governing body or equivalent to the Commission in Puerto Rico.

Any employee of a sports governing body or equivalent or its member teams who is not prohibited from participating must, however, notify the Commission of Puerto Rico before participating in sports betting, and the direct or indirect legal or beneficial owner of a sports governing body or equivalent or any of its member teams may not place any bets involving a sports event or special Event in which any member team of that sports governing body or equivalent participates.

Tennessee

“Prohibited Participant” means any individual:

  1. who is prohibited from wagering pursuant to the Sports Gaming Act, T.C.A. § 4-49-112;
  2. who a Self-Excluded Individual;
  3. whose participation may undermine the integrity of the wagering or the Sporting Event;
  4. who is excluded from wagering for any other good cause;
  5. any person who makes or attempts to make a Wager as an agent or proxy on behalf of another for compensation (i.e., messenger betting)

In addition, no amateur or Olympic athlete may directly or indirectly wager or bet on a sporting event if the wager is based on the sport or athletic event in which the athlete participates and that is overseen by the athlete’s sports governing body. No professional athlete may directly or indirectly wager or bet on a sporting event if the wager is based on any sport or athletic event overseen by the athlete’s sports governing body. No owner or employee of a team, player, umpire or sports union personnel, or employee, referee, coach or official of a sports governing body may directly or indirectly wager or bet on a sporting event if the wager is based on a sporting event overseen by the person’s sports governing body.

Virginia

“Prohibited individual” means any individual:

  1. who is prohibited from wagering pursuant to the sports betting law;
  2. whose name is on any self-exclusion list or Virginia Lottery Exclusion List;
  3. whose participation may undermine the integrity of the wagering or the sporting event;
  4. who is excluded from wagering for any other good cause; or
  5. who makes or attempts to make a wager as an agent or proxy on behalf of another for compensation (i.e., messenger betting).

In addition, no athlete, competitor, referee, official, coach, manager, medical professional or athletic trainer, or team affiliates, including any employee, owner or contractor of a team or athletic organization may engage in sports wagering on games within their leagues or sports in which they participate. Any individual whose participating may undermine the integrity of wagering or a sporting event may not participate in wagering on such sporting event.

Vermont

The following individuals are prohibited from placing wagers or collecting winnings:

  1.   Any individual under the age of 21;
  2.   Any individual wagering while not in the authorized geographic boundaries within the State of Vermont;
  3.   Any individual wagering on behalf of another;
  4.   Any voluntarily or involuntarily excluded person;
  5.   Any director, officer, owner, or employee of Betfair Interactive US LLC; or
  6.   Any individual wagering in violation of state, local or federal law.

In addition, any person whose participation may undermine the integrity of wagering on a sports event or the conduct of such sports event itself is prohibited from wagering on such sports event. This includes (i) any player, athlete, competitor, referee, umpire, judge, official, coach, manager, medical professional or athletic trainer, or team affiliates, including any employee, owner or contractor of a team or athletic organization, as well as any sports governing body employee and player or referee union personnel, or any relative living in the same household as any of these individuals, who is not otherwise an Excluded Person, (ii) any director, officer, owner, or employee of Betfair Interactive US LLC and any relative living in the same household as any such person, as well as any individual with access to non-public confidential information held by Betfair Interactive US LLC, (iii) any employee of the Vermont Department of Liquor and Lottery, including any family member residing in the same household as the employee, and any contractor of the Vermont Department of Liquor and Lottery whose contract relates to the conduct of sports wagering, (iv) any principal or employee of an operator authorized to conduct mobile sports wagering in the State of Vermont or any contractor of such operator whose contract relates to operating sports wagering, and (v) any individual working for an entity that conducts sports wagering in another jurisdiction who possesses non-public or confidential information as a result of such employment.

West Virginia

“Prohibited sports pool participant” means any individual who is prohibited pursuant to any self-exclusion or casino exclusion list, any individual whose participation may undermine the integrity of the wagering or the sports event or for other good cause, including but not limited to, any individual placing a wager as an agent or a proxy, and any employee of the Lottery Commission or a licensed sports pool operator as provided in W.Va. Code §§ 29-22D-1 et seq.

In addition, any individual whose participation may undermine the integrity of the wagering or the sports event or for other good cause, including but not limited to: (i) any individual placing a wager as an agent or proxy; (ii) any person who is an athlete, coach, referee, a player or a referee personnel member, in or on any sports event overseen by that person’s sports governing body; (iii) a person who holds a position of authority or influence sufficient to exert influence over the participants in a sporting contest, including but not limited to coaches, managers, handlers, athletic trainers, medical providers or horse trainers; (iv) a person with access to certain types of exclusive information on any sports event overseen by that person’s sports governing body, or (v) a person identified by any lists provided by the sports governing body to the WVL shall not be permitted to wager on any event governed by the league or sports governing body with which they are affiliated.

Wyoming

"Prohibited Person" means:

  1. Any involuntarily-excluded person or any voluntarily-excluded person; 
  2. Any individual who is under the age of 18;
  3. Any individual wagering while not in the authorized geographic boundaries within the State of Wyoming;
  4. Any individual wagering on behalf of another;
  5. Any restricted patron wagering in violation of their restrictions;
  6. Any individual wagering in violation of state, local, or federal law; and
  7. Other prohibited persons as determined by the Wyoming Gaming Commission.

"Restricted Person" means:

  1. Employees of a sports wagering operator or sports wagering vendor, as well as those within the same household, may not wager with the sports wagering operator or sports wagering vendor for which he or she is employed unless using a test account under the Wyoming Online Sports Wagering Rules;
  2. Occupational permittees and applicants may not wager with the sports wagering operator or sports vendor for which they are employed or for why they had to qualify;
  3. Professional or collegiate athletes, team employees and owners, coaches, managers, handlers, athletic trainers, league officials and employees, referees, umpires, sports agents, and employees of an athletic or referee union, and anyone with access to nonpublic/exclusive information or sufficient authority to influence the outcome of an event, as well as those within the same household, may not wager on events in the sport in which they participate, or in which the athlete they represent participates; or;
  4. At the Wyoming Gaming Commission's discretion, individuals on a list provided by a team or sports governing body may not wager on any event overseen by the relevant sports governing body.
